Description/History
Freese and Nichols, Inc. (FNI) was selected by the City of Mansfield (City) to support the Utility Management Team and Water Treatment Plant Operations and Maintenance Teams. This support will be in the form of monthly meetings with the Management Team and Operation/Maintenance Team to discuss challenges at the Bud Ervin Water Treatment Plant (BEWTP) for the previous month and what actions are planned for the next month. These meetings are to assist the City staff with prioritizing operation and maintenance activities; provide a forum for discussing challenges and solutions to those challenges, and provide a support mechanism for treatment-related questions. The initial scope is for twelve meetings over a one-year period. The BEWTP is looking to convert the existing two-chemical chlorine dioxide system (chlorine gas and sodium chlorite) to a three-chemical system (0.8-percent sodium hypochlorite, hydrochloric acid, and sodium chlorite). The City has started discussions with the chlorine dioxide system vendor; however, the Texas Commission on Environmental Quality (TCEQ) requires that this modification is submitted by a licensed professional engineer. FNI will provide assistance to the City for this task.
Justification
James Naylor with FNI has over 18 years of experience working with the City at the BEWTP. James has taken part in the design of 2 plant expansions and several other plant projects. Staff believes James is the most qualified engineer to support us in through this period.
