Title

Requested Action
Staff requests approval by City Council to utilize the competitive sealed proposal process as the construction delivery method for Fire Station 5.
Recommendation
Staff recommends approval of the resolution to use the competitive sealed proposals process as the construction delivery method for Fire Station 5.
Description/History
After reviewing the allowable delivery methods, staff has determined that utilizing the competitive sealed proposal method will provide the best value for the construction of fire station number 5. The method has several key features that make it ideal for this type of construction project:
1. Allows all contractors to submit proposals through a competitive process.
2. Allows the city to select the best contractor based upon an evaluated process with criteria included as part of the sealed proposal process.
4. This sealed proposal process allows the Architect to design the facility for public bidding and contractor evaluation which provides for the best value to the city.
This resolution serves two primary purposes. First, the City is required by state law to make the determination that the competitive sealed proposal method provides the best value to the City. Second, this resolution delegates actions related to the project to the city manager or his designees. There are many types of actions that staff will provide, in conjunction with the Architect, such as preparing bids, publishing notice, and evaluating and ranking the proposals. The delegation is limited to administrative functions and the council will retain all authority to select the offeror and award the contract.
