Description/History
The City purchased this property due to repeated flooding history of the home. The home has been demolished, and this work is to provide flood protection to adjacent properties.

The project was bid on October 12, 2018 and there were 4 bidders for the project. The lowest qualified bidder was Iron T Construction. Bids ranged from a low bid of $66,809.00 to a high bid of $81,387.40.

The contract time for this project is Thirty (30) working days or approximately 1 month. This project includes removal and installation of pipe from an inlet, grading a detention area, and installing an outfall for the pond into an existing underground storm drain system. The detention area has been designed so that it will not retain water. Irrigation and landscaping will be provided with this project.

The requested funds are for a construction contract in the amount of $66,809.00, a 5% construction contingency, survey, and other miscellaneous services needed to complete the construction of the project, to be accomplished within a budget not to exceed $76,150.00.
Justification
Iron T Construction has had no work in the City of Mansfield in the past. The references provided were for projects for municipalities in the area and were positive with all reference contacts stating they would use Iron T Construction in future projects. The Environmental Services Department feels that Iron T Construction has the necessary staff and equipment to complete a job of this size and scope within the allowed contract time.
