The approval of a contract award for street sweeping services for FY 2019.

Description/History

The project bid on October 29, 2014 and there was only one qualifying bid for the project.  The original contract included the option to renew the contract for an additional 4 one-year terms.  This is the last of the renewals.  The original contract also provided a cap on rate increases of 5% per renewal.  No renewal to date has exceeded the 5% increase cap on the rate.  Some additional streets have been included since the original contract, therefore the overall contract cost may have exceeded a 5% cost increase.

Staff is recommending award of this project and authorization of funding for the bid amount of $112,534.96, plus a 10% contingency above the scheduled amount, for a total cost of $123,788.46.  The standard contract is for major thoroughfares to be swept monthly, and residential streets and special areas to be completed twice per year.  The contingency is in place to cover on-call, unscheduled sweeping services, such as for deicing material pickup.

Justification

Sweeping Services of Texas - Operating L.P. has provided this service to other cities in the region.  The City’s experience with this contractor has been satisfactory.

 

Street sweeping is one of the required stormwater quality protection measures included in the Stormwater Management Program approved by the TCEQ.

 A Resolution is attached for Council’s consideration.

Funding Source

The funding source will be the Drainage Utility Account.
