Recommendation
Approval of the resolution authorizing the City Manager to enter an Interlocal agreement with Tarrant County for street reconstruction of Breckenridge Road, a portion of Gertie Barrett Road, Bonner Drive and a mill and overlay of Speers Drive.

Description/History
Chapter 791 of the Texas Government Code, also known as the Inter-local Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operation of government such as purchasing necessary equipment, supplies and services. The following reconstruction of asphalt roadways have been supported by the Council Transportation Subcommittee.
Breckenridge Road from Debbie Lane to Bristol Drive has exceeded the pavement lifespan. This roadway based upon the Pavement Condition Index (PCI) is rated 11 to 51, depending upon the street segment. This index rates pavement condition from 0 (dirt road) to 100 (new pavement). The typical PCI range for a roadway that is beyond its pavement life and needs to be rebuilt is between a rating of 0 and 50.

Gertie Barrett Road from Turner Warnell Road to Cagle Crow Road has a PCI rating of 48 to 54. The PCI rating does not take into account the parkway condition or drainage. This roadway does not have sufficient drainage abilities to keep water from overtopping the roadway during small storm events and the parkway is overgrown which makes travel lane width appear less than ideal.
