Requested Action
Consider the Resolution authorizing a professional services agreement with VEPO, LLC for the use of their Online Backflow and CSI Management System.
Recommendation

Description/History
As part of the City’s Cross Connection and Backflow Prevention Program annual testing of all commercial and industrial backflow prevention devices are required. Only licensed and registered Backflow Prevention Assembly Testers (BPAT’s) have the authority to test these devices within the City. These BPAT’s are required to submit all test reports; these test reports are stored in both an electronic database as well as a paper file.

Currently, BPAT’s are required to register with the City as a contractor for a $100 contractor registration fee. Staff reviews all applications and each subsequent test report to ensure the backflow prevention device is functioning and the tester is current in licensing, and gauge calibration.

Approving this Resolution will authorize staff to contract with VEPO, LLC. to use their online system for data management. This online system will help to modernize the process for both City staff and private BPAT’s. These BPAT’s will pay a fee of $11.50 to VEPO LLC for each passed backflow prevention assembly report submitted. The system will manage BPAT’s registration, licenses, and test gauge calibrations. The online system will also send three renewal letters to inform the customer their device is due for yearly testing. Upon contracting with VEPO LLC, they will apply with the TCEQ for approval to utilize this online data management system to meet all the reporting requirements of the law.
