Description/History
Each year the City of Mansfield participates in a consortium with 29 other cities through Tarrant County to apply for Community Development Block Grant (CDBG) funds. CDBG projects must fall within areas of the City that meet specific criteria based on income level. The targeted areas represent the low to moderate-income sections of the City according to the Census.
Tarrant County has approved allocating the 2019 CDBG funds to the 43rd Year CDBG project. The funds will be combined with the 43rd and 44th Year CDBG funds for the reconstruction of North St. (Newt Patterson Rd. to North Main St.) City Council previously approved and awarded the North Street project to Jackson Construction on Jan. 14, 2019 (RE-3539-19). After discussions with Council, approval of the North St. Project was based on the 45th Year CDBG funds being applied to the North Street Project. However, there was no official record made from the Jan. 14th meeting of the contribution of the 45th Year funds to the project as discussed by Council. Tarrant County needs a record of the council approval and a public hearing for their file.
Construction of the 43rd Year CDBG project began April 1 and utilities are currently being installed.
Justification
The City of Mansfield has participated in the Consortium since its inception in 1975 and has received over two million dollars in grant funds. The program is an excellent way to rehabilitate the targeted areas of the City without impacting the local tax rate.
