Description/History

The Parks and Recreation Chapter of the Code of Ordinances was created in 1976 and received minor modifications for specific purposes over the years. The last revision was completed in 2014. The Park Land Dedication and Development Fee Chapter was created in 2003 and has not been updated since that time.

 

In addition to these ordinances, the department has numerous administrative policies, procedures and park/facility rules in place. Staff would like to conduct a comprehensive review of the ordinances, policies and procedures and recommend changes to the City Council for adoption.

 

During the process, comparisons with other local cities will be taken into consideration in some cases. Staff would like to work with an appointed sub-committee of the MPFDC during the review process to help recommend changes and additions to the code of ordinances.

 

February 2020 - The sub-committee met on February 5th to review staff’s recommendations for changes and additions to the Parks Chapter. Staff is now working with the City Attorney’s Office on the language for the proposed changes. The final draft of the proposed changes should be ready for MPFDC review and approval at the March 19th regular meeting.

 

July 2020 - The sub-committee met on February 5th to review staff’s recommendations for changes and additions to the Parks Chapter.

 

The City Council is addressing the section regarding fishing activity. The second and third readings of the ordinance are scheduled for May 26th and June 11th. Staff is now working with the City Attorney’s Office on the language for the proposed changes. The final draft of the proposed changes should be ready for MPFDC review and approval at the May 21st regular meeting.

 

 

Justification

A routine review of ordinances is necessary to stay current with changes in facilities, activities, procedures and capabilities within the department.
