Requested Action
Council discussion and give direction to staff.
Recommendation
Provide direction to staff to move forward with a Request for Proposal (RFP) to select a consultant for a new comprehensive plan and to begin a fiscal analysis.
Description/History
A comprehensive plan is one of the most valuable tools that an organization can use to help make informed decisions about the future of the city. As Ad Valorem taxes are a substantial revenue source of the city, the physical development of land within the city is a major component to the success and fiscal sustainability for our future. The last Land Use Plan for Mansfield was adopted eight years ago in 2012. As such, most information in the plan is outdated as there have been many changes in Mansfield over the last eight years.
Staff believes that the city would greatly benefit by having a new Comprehensive Plan that would provide a vision for the future growth in Mansfield. A valuable component of the plan would be a detailed fiscal analysis. A fiscal analysis will focus on the financial position of the city and can help inform decisions within a comprehensive plan. Staff has met with Urban3, a consultant that provides fiscal analysis, to seek professional services in providing a fiscal analysis for the city. The fiscal analysis would be considered a "jump start" to beginning the process of adopting a new comprehensive plan in Mansfield.
