Consider the Resolution awarding a contract for engineering services for Watson Branch Upper Reach Drainage Master Plan to Halff Associates, Inc. and authorizing funding for an amount not to exceed $88,150.
Recommendation
Description/History
The purpose of this project is to update the City’s Master Drainage Plan for Watson Branch looking specifically at the section upstream of FM 157. The current master plan was completed in 2003. Several improvements have been made in accordance with that plan, but before more significant projects are considered, the study needs to be updated. Earlier analysis of this drainage area found multiple single family homes and 78 mobile homes at risk of flooding.
Hydraulic analysis of Watson Branch at FM 157 and Russell Lane was completed as part of the N Main - FM 157 Connector street preliminary design. That analysis was to confirm the roadway project would not negatively impact surrounding property owners, and to determine the size of any needed stormwater infrastructure.
Justification
The limited analysis completed for the roadway project has confirmed the flooding risk. N Main St is also at risk of being overtopped during even moderate storm events. The proposed engineering services are to determine appropriate flow rates and routes for storm flows that protect structures from flooding and reduces roadway flooding, and identifying construction projects that can be completed in the future to accomplish these goals.
The Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed contract and funding. A resolution is attached for Council’s consideration.
