Description/History
The Hwy. 287 Utility Relocations project includes the water and sewer relocations necessary for TxDOT to proceed with the US 287 frontage road project between the UP Railroad and Lone Star Road which is currently underway. The utility relocations project was awarded to Blackrock Construction on December 13, 2021 for an amount not to exceed $2,589,343.40 which included a 5% contingency. The project is expected to be substantially complete by the end of October and the contractor will return to adjust manholes after the TxDOT frontage roads are complete.
Justification
The contract award amount was exceeded due to unexpected complications with a water line bore across Hwy. 287 and other necessary adjustments from unforeseen conditions. See attached Change Order Tabulation for a complete breakdown of these items and their associated costs. These additional improvements and additional quantities represent a sum of $279,440.36, which is 11.55% of the original contract amount.
The most significant item that contributed to the cost of the change order is the 24-inch bore across Hwy. 287. An unknown object was hit under the main lanes of the highway which stalled operations and resulted in the loss of significant labor, material, and time. The 24” casing pipe along with the bore head had to be abandoned and a new bore in a different location was necessary.
