Requested Action
To consider the subject zoning change request.
Recommendation
The Planning and Zoning Commission held a public hearing on May 20, 2013, and made the following motion - Vice-Chairman Dodson made a motion to approve the request with the following recommendations; 1) change the garage setback from 25' to 30'; 2) change the house setback from 20 to 25'; 3) 95% masonry on the front of the home with a total of 85% coverage for the entire home; and, 4) minimum of 20% of the homes should have J-swing or side entry garages. Commissioner Smithee seconded the motion which failed by the following vote:
Ayes: 3 - Wilshire, Dodson and Smithee
Nays: 4 - Neuman, Hudson, Jacobus and Polozola

Second Reading - June 10, 2013
The applicant has made the following revisions since the last Council meeting:
- 50% of the lots will have a minimum 7.5' side yard. The remaining 50% will be a minimum 5' side yard.
- All homes will be a minimum of 95% masonry.
- Trail amenities will consist of pathway lighting, manicured sod and natural tree lines with additional native landscaping around existing trees.
- The average home price will range from $298,000 to $348,000.
First Reading - May 28, 2013
The subject property is located west of Callendar Road and Callender Hill Addition (zoned SF-7.5/16) and the rear access drive to the Cinemark. It is within walking distance to the dining and entertainment establishments in the Mansfield Town Center. It is also 300 feet east of an existing gas well site and high pressure compressor station (see aerial photo).
The proposed development will consist of 59 single-family lots at a density of 3.9 units per acre. The minimum lot dimensions are 50' in width and 6,000 sq ft in lot area. Over half of the lots are above the minimum lot area. The average lot area is approximately 6,954 sq ft. The minimum floor area will be 2,100 sq ft. Compared to the existing PD, the proposed development will eliminate all the 45' wide, 4,500 sq ft lots in the previous approved development plan.
This development complies with the recently adopted residential design standards except that only 10% of the lots will have a J-Swing or side entry garage vs. 20% in the design standards. The developer has upgraded the masonry façade to 100% for the first floor and garage doors to decorative wood or wood overlay on insulated metal. The entryways will consist of landscaping, entry walls with signage, decorative streetlights and stamped concrete. An architectural Control Committee will be created to govern the architectural attributes within the development.
About 1/3 of the total acreage (5.26 acres) are reserved for open space that will be kept in relatively natural condition to the extent allowable to provide proper drainage and detention. The developer has proposed walking trails in the open space and wrought iron fences along all lot lines adjacent to the open space. A mandatory homeowners association will be created to maintain all common areas.
