Consider the Resolution awarding contracts for the construction of Construction of Matlock Road Left Turn Lane Improvements Including Capko Concrete Structures, LLC.for Construction, Brittain and Crawford, LLC for Surveying, and Raba Kistner, Inc. for Material Testing and Authorizing Funding for an Amount Not to Exceed $275,129.86.
Recommendation
The Engineering Staff recommends approval of the Resolution.
Description/History
This project includes construction of the extension of the southbound left turn lane at Matlock Rd. & Cannon Dr. and the northbound turn lane at Matlock Rd. and Country Club Dr. These improvements will provide additional storage and minimize traffic backing up into the through lanes during peak hour traffic.
The project was bid on September 11, 2024, and there were four bidders for the project. Bids ranged from a low bid of $134,940.00 to a high bid of $305,016.00. The lowest bidder was disqualified as they submitted an incomplete bid. The next lowest bidder is Capko Concrete Structures, LLC. with a bid of $225,208.30. See attached bid tabulation.
The contract time for this project will be sixty (60) working days or approximately 3 months. The limits for this project are the intersections of Matlock Road and Country Club Drive, and Matlock Road and Cannon Drive.
The requested funds are for a construction contract in the amount of $247,729.13, which includes a 10% construction contingency, $11,000 for survey services which includes a 10% contingency, and $16,400.73 for material testing which includes a 10% contingency, for a total budget not to exceed $275,129.86.
Justification
Capko Concrete Structures, LLC. has completed capital improvement projects in the DFW area with good references. The Engineering Department feels that Capko Concrete Structures, LLC. has the necessary staff and equipment to complete a job of this size and scope within the allowed contract time.
The Director of Engineering Services will attend the meeting to answer Council’s questions regarding the proposed contract and funding. A resolution is attached for Council’s consideration.
Funding Source
The funding sources will be from the Street Bond Fund.
