Description/History

Since 1999, the Bulletproof Vest Program (BVP) has awarded more than 13,000 jurisdictions, a total of $393 million in federal funds for the purchase of over one million vests (1,197,348 as of December, 2014). BVP is a critical resource for state and local jurisdictions that saves lives. Based on data collected and recorded by BJA staff, in FY 2012, protective vests were directly attributable to saving the lives of at least 33 law enforcement and corrections officers, in 20 different states, an increase 13.7% over FY 2011. At least 14 of those life-saving vests had been purchased, in part, with BVP funds.

Justification

Every officer employed by the City of Mansfield is issued and required to wear a bulletproof vest while on duty.  Bulletproof vests help absorb the impact and reduce the penetration to the body from firearm projectiles and small explosions.  Bulletproof vests deteriorate over a period of time with the maximum shelf life of 5 years.  The police department inventories every vest worn and replaces vests on a rotation schedule.  The police department will purchase for replacement, 19 bulletproof vests in FY16-17 and 24 in FY17-18 for an approximate total of $40,000.  If awarded this grant the police department may be reimbursed approximately $20,000.
