Consider the authorization of funding and approval of the contract.
Recommendation
Approval of a professional services contract between the City of Mansfield, TX and Wier & Associates, Inc. in an amount not to exceed $311,130.00 for the design and survey of the Heritage Parkway Eastbound Lanes (South Main St. to Commerce Dr.).
Description/History
The eastbound lanes of Heritage Parkway are in very poor condition. This project was approved as part of the 2022 Roadway Capital Plan. The project was approved in the 2021 Tarrant County Transportation Bond Program and is scheduled to receive $2,807,000 for construction.
The project scope includes all survey and design necessary for the reconstruction plans. The project will also include an 8' wide sidewalk on the south side of the roadway as is currently on the north side. This agreement also includes the determination of right-of-way and easement needs. Individual right-of-way or easement parcel exhibits will be prepared for acquisition.
Additionally, a sidewalk along the east side of South Main St. just north of Vinewood Dr. will be included which will complete a pedestrian route south of Heritage Pkwy. along the east side of South Main St. Preliminary construction costs are anticipated to be approximately $4,200,000.
The requested funds are for design and survey services with Wier & Associates, Inc. in the amount of $311,130.00 which includes an additional 10% design fee contingency for potential design scope modifications, and a $20,000 contingency for right-of-way and easement acquisition, subsurface investigation, and other miscellaneous services needed to prepare the project for public bidding and construction, for a total budget not to exceed $331,130.00.
Justification
This project is included in the 2022 Roadway Capital Plan.
The Director of Engineering Services will be in attendance at the meeting to answer Council’s questions regarding the proposed funding and contracts.
