Requested Action

Consider the Resolution awarding contracts for the construction of East Broad Street Storm Drain Improvements (700 Block Main Replacement) to RW Jones Heavy Construction, LLC, for construction, to Brittain and Crawford LLC, for surveying and to Raba Kistner, Inc, for material testing and authorizing funding for an amount not to exceed $412,514.00.

 

Recommendation

The Environmental Staff recommends approval of the Resolution.

 

Description/History

The project was designed in order to accommodate a new fire station and a dense residential development south of E Broad St. in the area without needing detention due to increasing flow rates above what was originally planned for the system. As design neared completion, the metal pipe failed. Emergency repairs/replacement were delayed in favor of a full replacement. Reimbursement of 2/3 of costs will be included in development agreements for the private developments south of E Broad St.

 

The project was bid on August 28, 2024 and there were ten bidders for the project.  Bids ranged from a low bid of $394,551.30 to a high bid of $711,133.50.  The lowest and best bidder is RW Jones Heavy Construction, LLC.  See attached bid tabulation.

 

The contract time for this project is thirty (30) working days or approximately 2 months.  The limits for this project are from E Broad St north to the access aisle between 703 and 711 E Broad St.

 

This project includes replacing a failed metal pipe with concrete box culverts and reconstructing the outfall structure for the storm drain.

 

The requested funds are for a construction contract in the amount of $394,551.30, including a 10% contingency, $7,500.00 for survey services, and $10,462.70 for material testing for a total budget not to exceed $412,514.00.

 

Justification

RW Jones Heavy Construction, LLC has not completed capital work in the City of Mansfield in the past. The Environmental Department confirmed with references the company is capable of completing projects of this size and scope. Based on the reference checks, staff has confidence RW Jones Heavy Construction, LLC, has the necessary staff and equipment to complete a job of this size and scope within the allowed contract time.

 

The Environmental Services Manager will be in attendance at the meeting to answer Council’s questions regarding the proposed contract and funding. A resolution is attached for Council’s consideration.

 

Funding Source

The funding source will be from the Drainage Utility Fund.
