Description/History

The City will be adding three new attractions at Hawaiian Falls for the 2012 season.  These three new attractions are projected to bring an additional 30,000 visitors to the park.  The increase in attendance will require additional parking spaces.  Staff will work with Mansfield National Golf Club, Big League Dreams and Hawaiian Falls to determine the best place to locate an additional parking lot that will enhance all three facilities.

Once the parking lot is designed and cost estimates have been provided, staff will bring that information to MPFDC for consideration at a future meeting.

 

January - Staff contracted with R-Delta Engineers, Inc. for professional services in the amount of $21,100.  This scope of services will help staff develop construction documents and cost estimates for the additional parking.  Surveying services as well as a site plan, paving plan, lighting plan and grading and drainage plans are included in this contract.

 

February - R-Delta has begun surveying the site for the new parking lot near the existing golf course parking lot.  Once the survey information is gathered, a base map will be completed and the parking lot site planning will begin.  This parking lot should accommodate approximately 115 additional spaces for Hawaiian Falls and Big League Dreams staff parking, as well as overflow parking for all three partners, including Mansfield National Golf Club.

 

March - R-Delta has submitted the preliminary design plans to City staff for comments and also an estimate of probable construction costs.  Once the comments are gathered and addressed, the consultant will deliver final plans to staff for the bid process.  Once a contractor is selected based on best value, staff will bring the bid to the Board for approval.  Staff has also contracted with DFL Group to develop landscape and irrigation plans for this project.  Those plans are scheduled to be complete by mid-April.

 

April - The Consultant delivered final construction plans to the City on March 27th.  The project was advertised in the Star-Telegram on March 28th and April 4th, and bids were opened on April 12th.  The bid selected was determined to be the best value for the City.  The construction contract is on the April 19th agenda for the Board’s consideration.  With estimated savings from this project, staff is working with Tarrant County to improve the area used for overflow parking located at 450 Heritage Parkway South.

 

May - The bid for the new parking lot was approved by City Council on April 24th.  The contracts have been completed and a preconstruction meeting was held on May 14th.  At this meeting a notice to proceed was given and the Contractor has approximately 40 working days to finish the project which would be around the end of June.  Staff is also moving forward with the landscape and irrigation plans for this parking lot but these actual improvements will not be made until fall 2012.  Additionally with the estimated savings from this project, staff proceeded with the regarding improvements of the site at 450 Heritage Pkwy S.  The savings helped pay for the planning and implementation of a Storm Water Pollution Prevention Plan and purchased the necessary rock base to help improve the parking area near Hawaiian Falls.

 

June - The Contractor has begun work on the new concrete parking lot.  The storm water protection has been installed and the dirt work is complete, including final grade work.  Currently the electrical conduit is being installed and lighting structures have been approved by engineering.  Paving should begin soon and the project is scheduled to be complete by the end of June.

 

July - The contractor has poured all of the concrete for the parking lot and the psi tests will be completed at the end of July.  The electrical conduit has been installed and metered for the lights and irrigation.  The sidewalk and crosswalk are being installed. The landscaping will not be installed until early fall when the weather is cooler.

 

August - The parking lot is complete. Grass has been installed and the contractor is watering daily. Power has been installed and the meter is set. The light poles are being manufactured and should be delivered by the middle of August.

 

September - The light poles have been installed and a final walk through was completed on September 13th.  Staff has identified a few punch list items to be completed before the project will be finalized.

 

October - Punch-list items have been completed and final payment is being processed.

 

Justification

To provide adequate parking for the patrons of the three recreational facilities
