Description/History

McClendon Park West is a 4.8-acre neighborhood park constructed in 1985. In 1999, the park was renovated to include a new playground, restrooms, pavilion, parking lot and picnic stations. In 2007, a basketball court, drainage flume and additional parking was added. In 2016, the playground was replaced and ADA and ballfield improvements were completed. In July 2020, the City Council allocated $700,000 to replace the playground at McClendon Park East and add a splash pad at McClendon Park West. After reviewing several site plan options, the City Council directed staff to proceed with a plan to move the basketball court to the south side of the park. This will enable a splash pad to be constructed in the current location of the basketball court and construct a new restroom building and expanded parking in the front of the park. Additional funding for this project is to be provided from the FY22 MPFDC operating budget.

 

Gertie Barrett Park will be a new neighborhood park in the northwest quadrant of Mansfield, an area identified in our 2020 master plan as moderate to highest need of park space and amenities. The property, located off Gertie Barrett Road near Business 287/Main Street and Garretson Lane, was purchased in 2009 to serve as future parkland and was the highest priority project in this quadrant. Based on feedback from community engagement during the master plan, the park design will include a playground, parking lot, splash pad, walking trail and open natural spaces. In May 2021, the City Council allocated $1,500,000 to develop this park and bring residents much-needed space and amenities. Additional funding to supplement the project is to be provided from park development fees collected in quadrant 1 from the Park Land Dedication and Development Ordinance.

 

On July 12, 2021, the City Council approved a resolution authorizing the Construction Manager-At-Risk (CMAR) delivery method as providing the best value for construction of Gertie Barrett Park and McClendon Park West improvements. The Fain Group was selected as the CMAR in September 2021. After working closely with both design firms over several months, The Fain Group opened bids for these two park development projects on February 21, 2022. After review of all bids, The Fain Group submitted a Guaranteed Maximum Price of $1,547,867.00 for McClendon Park West and $2,052,273.96 for Gertie Barrett Park. A summary of the bid tabulations for each park is attached for review.

 

Justification

The project will provide new and improved park amenities for residents in areas in the northwest and southwest quadrants of the city as indicated by the master plan.
