Recommendation
The Administration recommends that Pete Durant & Associates be awarded the Construction Manager at Risk contract Mansfield Fieldhouse USA and Offsite Infrastructure
Description/History
Council has selected the Construction Manager at Risk method as the best value for the construction of Mansfield Fieldhouse USA and Offsite Infrastructure. The Construction Manager at Risk is responsible for the general construction and the solicitation of subcontractor bids for this project. As the Construction Manager at Risk, he is required to assist the Architect in developing preliminary cost estimates and construction methods for all projects. His sealed bid submitted to the Architect was based on site locations and construction methods outlined by the Architect and City Staff; and a proposed project cost of $10,620,000.00 for Mansfield Fieldhouse USA and $3,000,000.00 for offsite infrastructure. No proposed site or construction method has been finalized. Following the Design and Development review, the final site plan and determination of final construction means and methods, a guaranteed maximum price for this project will be presented to Council for their approval.
The architect, Magee Architect, solicited competitive sealed proposals for the Construction Manager at Risk, which were opened by the City Secretary on Thursday, July 30, 2015. A summary of the two (2) proposals submitted is attached.
Alan Magee has reviewed all proposals and has recommended that the City award the Construction Manager at Risk contract to Pete Durant & Associates as the best value for the City of Mansfield (see attached Letter). Also on August 6, 2015 the Mansfield Park Facility Development Corporation approved the authorization to award the Construction Manager at Risk contract to Pete Durant & Associates for the Mansfield Fieldhouse USA project by a vote of 7-0
Justification
The Construction Manager at Risk will provide valuable input during the design and construction phase that has successfully saved time and money for the City on past projects
