Staff requests approval of the attached Resolution
 
Recommendation
Staff recommends approval of the Resolution authorizing the Ciity Manager and Police Department to accept additional grant funds in the amount of $3,000 (no city match is required) from the TSSC at Texas State University to enhance the Tobacco Enforcement Grant for FY2014.
 
Description/History
The Tobacco Enforcement Program (TEP) is a program of the Texas School Safety Center at Texas State University-San Marcos (TSSC), funded through a contract from  Department of State Health Services, Mental Health Substance Abuse Division (DSHS) will make contracts to counties and municipalities to be used by local law enforcement agencies to enforce Subchapter H, Chapter 161, Texas Health and Safety Code in a manner that can be reasonably expected to reduce the extent to which cigarettes and tobacco products are illegally sold or distributed to persons who are younger than 18 years of age.  TSSC shall rely, to the fullest extent possible, on sheriffs, constables, or police departments to enforce this subchapter.
 
Justification
The TEP has received additional monies from the DSHS which in turn allows for additional grant funding of projects.  Grant projects run from September 1, 2013 to August 31, 2014.  This additional grant funding will expand the Police Departments controlled buy/tings from 52 to 92.  This is an increase of 40 controlled buy/stings giving the Police Department 204% coverage of tobacco retail outlets in our area.
