Consider the authorization of funding and approval of the contract.
Recommendation
Approval of a professional services contract between the City of Mansfield, TX and LJA Engineering, Inc. in an amount not to exceed $572,250.00 for the design of Heritage Parkway (National Pkwy. to Lone Star Rd.).
Description/History
This project is intended to encompass the design for Heritage Parkway from National Pkwy. To Lone Star Rd. as part of the public infrastructure necessary to support the Lone Star 360 development. This will include approximately 3,100 linear feet of 4-lane divided roadway for Heritage Pkwy. which crosses the Union Pacific Railroad at-grade with the intent for future quiet zone designation as well as two short roadway connections. It will also include a 21” sewer line (3,100 linear feet) along the roadway alignment to provide sanitary sewer service to the site as well as a 1,000 linear feet of 12” water line south of the railroad.
This project will provide critical public infrastructure for the Lone Star 360 development and has an anticipated construction cost of $6,063,789.60. The sanitary sewer line is anticipated to be designed and constructed as a separate package to provide sanitary sewer service to the property as soon as possible.
The requested funds are for design and survey services with LJA Engineering, Inc. in the amount of $572,250.00 which includes a 5% contingency for possible minor scope changes and an additional $20,000 for any necessary subsurface investigation and other miscellaneous services needed for a total budget not to exceed $592,250.00.
Justification
This project is necessary to provide public infrastructure for the Lone Star 360 development.
The Director of Engineering Services will be in attendance at the meeting to answer Council’s questions regarding the proposed funding and contracts.
