Requested Action

Consider the Resolution awarding a construction contract for the reconstruction of West Broad Street and Moore Road to Reynolds Asphalt and Construction Company and directing the City Manager to execute contract documents; and authorizing funding for an amount not to exceed $610,000.00.

 

Recommendation

The Public Works staff recommends approval of the Resolution.

 

Description/History

West Broad Street from Retta Road to the west city limits is a 2-lane asphalt roadway with bar ditches.  The subgrade of this roadway has failed and is beyond normal street maintenance.  This roadway carries traffic between Burleson and Mansfield.  With the character of the properties and traffic volumes along this roadway, the road rebuild should last 20 years with the appropriate maintenance.

 

Moore Road is a residential asphalt roadway with bar ditches that has experienced subgrade failures.  The section from FM 157 to approximately 125 feet east of Spirit Walk is beyond normal street maintenance.  The westbound side of the roadway has sunk in many areas.  Due to the character of the neighborhood, staff does not anticipate Moore Road will ever be a candidate for a concrete curb and gutter roadway.  It is anticipated the proposed rebuild (8" of treated subgrade and 6" of asphalt) will be sufficient to support the residential traffic over the next 20 years.

 

The requested funds are for a construction contract with Reynolds Asphalt and Construction Company in the amount of $569,266.00 plus a 2.5% contingency and other miscellaneous services to complete the project (traffic control, striping).  This project will be accomplished within a budget not to exceed $610,000.00.  The publicly bid unit prices for the work and materials with Reynolds Asphalt and Construction Company are from the Interlocal Agreement with the City of Grand Prairie.

 

Funding for these projects is from the 2017 Streets Capital Improvements issuance for Miscellaneous Residential/Intersection Reconstructs.

 

Justification

The roadway subgrades of West Broad Street and Moore Road have failed.  The roadways are beyond maintenance and need to be rebuilt.  These 2 roadways were discussed with the Local Transportation Issues Subcommittee.  The subcommittee supported these 2 projects as asphalt rebuilds.

 

Reynolds Asphalt and Construction Coompany has successfully completed many projects with the City of Mansfield in the past.  The Public Works Department feels that Reynolds Asphalt and Construction Company has the necessary staff and equipment to sucessfully complete the project within the required contract time.

 

The Director of Public Works will be in attendance at the meeting to answer Council's questions regarding the proposed contracts.  A Resolution is attached for Council's consideration.

 

Funding Source

The funding source will be from the Street Bond Fund.
