Requested Action
To consider the subject development plan revision.
 
Description/History
The applicant is seeking a minor modification to the Planned Development for Broad Street Medical, which was originally approved 12 July 2010.  The following is a summary of the proposed revisions:
·         Proposed buildings are single story instead of two stories 22' versus 35' tall
·         There are no windows on the north elevation of building A facing the residential neighbors
·         Proposed buildings are a total of 33,486 square feet instead of 50,000 square feet
·         There are two buildings with parking in between buildings instead of one large building
·         Building A shifted 75' to the north and is now 85' instead of 160' off the northern neighbors' property line
·         Building B is now closer to Rosa's than before
·         Loading zoned has moved from the east side of the building to the north side of Building A
·         The width of the 2-story building was 160', the proposed Buildings are A) 179'-4" and B) 166'-4"
·         The entry and drop off for customers/patients are located away from the neighborhood.
·         The proposed buildings are brick and concrete block instead of tilt wall panel
·         18 cedar elms with shrubs below have been added to the east side of the buildings adjacent to the west side of       the fire lane
·         13 Additional trees have been added along Matlock Road & in the parking lot along the west property line
·         The northern property line trees & screening wall are being installed with the construction of the Assisted Living       Facility to the east, this plan does not include that area
Section 5100 of the Zoning Ordinance states that: "Proposed revisions or modification to an approved development plan shall be noted and shown…; copies of the proposed revised plan shall be submitted to the City Council for its review…  If, in the City Council's determination, said revised plan does not constitute a significant change, no public hearing shall be called and the revision shall be deemed approved."
Staff recommends approval subject to the following changes:
§         Trees interior to the site shown as 3" caliper should be 3.5" caliper, all others shown as 5" are correct
§         Add the horizontal accents like the masonry lintel and the contrasting masonry to the north side of Building A       and the south side of Building B to enhance the middle section of the building
§         Move the dumspters from the north side of Building A further south away from the residential, there were no       dumpsters in the north vicinity before.
§         Articulate the cornice line instead of the metal cap flashing to enhance the top of the building
