Requested Action
Approve a resolution authorizing the City to enter an interlocal agreement with the North Central Texas Council of Governments for the city to retain a consultant to analyze current HHW services and make recommendations for improving HHW services.
Recommendation
The Environmental Services Staff recommends the approval of the resolution so that the city can retain a consultant to analyze current HHW services and make recommendations for improving HHW services.
Description/History
In 2007, the City received Solid Waste Grant funds in order to conduct a Comprehensive Recycling Study. The purpose was to develop a master plan type document for recycling services in the City. One action item listed in the study was to increase HHW collection and disposal services within the City. The consultant will analyze current collection processes and evaluate for any improvements. Additionally, the consultant will evaluate the feasibility of creating an HHW reuse center within city limits where residents can pick up unwanted HHW materials for free or at a reduced cost and evaluate the possibility to use other locations in the city for collecting HHW material during mobile collection events.
Justification
The Environmental Services Staff makes the recommendation to approve the resolution allowing the City to enter an interlocal agreement with the North Central Texas Council of Governments for the purpose of receiving grant funds to retain a consultant to evaluate the City's HHW collection efforts because current funds do not exist to for the City to pay for these services directly and by acquiring these analyses the City will be in a position to offer greater services to our residents. Grant applications are due in the COG's offices by October 9, 2009 and in order for the City's grant application to be considered for approval a resolution authorizing the City to enter an interlocal agreement must be submitted to their offices by October 30, 2009, with the funds to be available sometime later.
Howard Redfearn will be in attendance at the meeting to answer Council's questions regarding the grant application. A resolution is attached for Council's consideration.
Funding Source
The funding source will be from the State's Solid Waste Grant Funds as administered through the North Central Texas Council of Governments for FY08. No further costs are anticipated to be associated with this project. Costs incurred will be billed to the Drainage Utility fund and reimbursed to the same fund.
