Requested Action
The authorization of funds for an amount not to exceed $175,000.00.  To award a construction contract to McClendon Construction Company, Inc. for the construction of left and right turn lanes on E. Broad Street to serve Mary Orr Intermediate School and direct staff to execute all necessary contracts to complete the project.
Recommendation
The Engineering Staff recommends the authorization of funding and award of a construction contract to McClendon Construction Company, Inc. and the direction to execute all necessary contracts to complete the project.
Description/History
This project is a result of coordination and partnering with the Mansfield Independent School District to relieve traffic congestion on E. Broad Street during drop off and pick up times at Mary Orr Intermediate School.  The school district is currently adding a drive aisle along the east side of Mary Orr to accommodate additional vehicle stacking that will allow vehicles to stack on site instead of the thru lanes of E. Broad Street.  This City project will add the left and right turn lanes on E. Broad Street that will serve the new drive aisle.  The construction will take place over the summer break and will be complete prior to the start of school.
 
The project was bid on April 16, 2015 and there were five bidders for the project. The low bidder was McClendon Construction Company, Inc.  Bids ranged from a low bid of $147,891.00 to a high bid of $180,920.00.  Staff is recommending award of this project to McClendon Construction Company, Inc.   The requested funds are for the construction bid amount plus a 10% contingency (the project is a smaller dollar amount and staff is requesting a larger contingency percentage than the typical 5%) in the amount of $162,700.00, construction materials testing and other miscellaneous services necessary to complete the project, to be accomplished within a budget of $175,000.00.
Justification
The stacking of vehicles on E. Broad Street around the Mary Orr Intermediate campus creates congestion and safety issues for emergency vehicles, the hospital is directly to the west and Fire Station #3 is to the east.  This project will help to relieve these issues.
 
The Public Works Director will be in attendance at the meeting to answer Council's questions regarding the proposed funding and contracts.
