Synopsis
The proposed rezoning is consistent with the Official Land Use Plan and compatible with surrounding land uses.
Staff Analysis
The subject property consists of two tracts of land totaling 0.398 acres. The applicant is seeking to construct a new office on the north tract to replace the former house on the property. The second tract will be available for future development.
The applicant is requesting D, Downtown District, D-3 Urban Center Zone classification for the property. The D-3 zone consists of mixed-use of the greatest variety and the highest intensity. The character of this zone consists of attached buildings that form a continuous street wall and accommodate diverse entertainment, multi-family residential, office, restaurant, and retail. The D-3 zone has the highest pedestrian and transit activities; and trees and public lighting are within the public right-of-way.
The D-3 zone is compatible with the surrounding uses and allows flexibility for new development and redevelopment of older structures. Any new construction on either tract must comply with the design and landscaping standards of the D District.
The D District is a straight zoning district classification. Unlike a PD or SUP, a detailed site plan is not required for Council review with this request. Instead, a building plan will be reviewed by Staff for compliance with the D-3 regulations prior to plat approval or issuance of a building permit.
The property falls in Sub-Area 3 of the Official Land Use Plan. This sub-district recommends that pockets of SF and PR zoned properties inconsistent with the existing land use pattern should be changed to compatible zoning.
This property sits next to multi-family uses to the north and east and C-2 zoning to the south. It is located approximately 500 feet north of the Main Street Village townhome development. The proposed office use provides a transitional buffer between the townhomes and the multi-family.
This section of S. Main Street is also under consideration for an expansion of the D District to encourage diverse uses leading into the historic downtown.
