Description/History
Each year staff compiles a list of recommended improvements for the existing parks in the City's park system.
 
November - The MPFDC approved $250,000 for Existing Park Improvements in the FY 2013-2014 budget.  Attached is the proposed list for park improvements which includes installing bridges at Hardy Allmon, adding namesake signage at each of the existing parks, and completing the stone entry signs at the two remaining parks.  It would also include replacing bleachers and soccer goals, renovating existing sports fields and playgrounds, MAC sidewalk renovations, and adding a shade structure at Station 6 to protect park maintenance equipment.
 
January - Staff has worked with the consultant to finalize construction documents for the installation of the pedestrian bridges at Hardy Allmon Soccer Fields.  The plans should be completed by the end of the month so that construction can take place in conjunction with the repaving of the parking lots.  The soccer goals replacements for this year have been ordered and delivered to Philip Thompson.  The sport field renovations at Chandler Park eastern football field have begun.  The sod and old irrigation system have been removed and the field has been rough graded.  The next step will be to use the new laser grading equipment to finish grading the field and then install new irrigation.  Once these steps have been completed the tifway 419 athletic field sod will be installed.  This project is scheduled to be completed by the end of the month.  The MAC sidewalk renovations have been completed.  The Station 6 shade structure construction plans are under final review, and the project is scheduled to begin in February.
 
February - Final plans are complete for the pedestrian bridges at Hardy Allmon Soccer Fields.  Staff will receive quotes and begin the project this spring.  The replacement bleachers have arrived and are being assembled by staff.  Field renovations at Chandler Park are still on-going.  The fields have been final-graded and irrigation is installed.  Installation of electrical for the new irrigation system is underway and sod is expected to be installed by the end of the month.  Staff decided to replace the older playground equipment at McClendon Park East by using funds allocated to playground renovations.  Playground consultants will have the opportunity to submit design concepts and the selected consultant will provide pricing for the playground equipment, installation and poured-in-place surfacing as a turnkey project.  The shade structure at the Park Operations facility has been delivered and plans are being reviewed for a building permit.  Once the permit is issued, installation will begin.
 
March - Field renovations at Chandler Park are complete. Installation of the shade structure at the Park Operations facility has begun and the project should be complete by the end of March.  Playground designs are underway for the replacement playground at McClendon East; three different playground companies were contacted to submit designs and proposals for a turnkey project including safety surfacing.
 
April - Staff is receiving quotes for the Hardy Allmon Bridges and expects construction to begin in May.  Three companies have submitted designs for the replacement of the McClendon Park East playground.  Staff will select a consultant and schedule the replacement as soon as possible.  Installation of the shade structure at the Park Operations facility is complete.  Staff is working with the building supplier to obtain quotes for additional shade options.  The electrical updates at Chandler Park were budgeted in last year's existing park improvements list but are included on the current list because the funds were expended in the current fiscal year.  The parking lot at Heritage and National Parkway construction budget was listed as a project in last year's MPFDC cash flow, however the landscaping portion of the project was completed in this fiscal year so funding has been included with this year's existing park improvements to satisfy the city's landscape ordinance requirements.  Hawaiian Falls submitted a request for the addition of trash receptacles for the parking lot adjacent to their facility.  These amenities will help maintain a cleaner parking lot and the project is scheduled to cost approximately $4,600.  Since this parking lot is maintained by the Parks Department, these receptacles will match the exiting receptacles used in the park system.  This expenditure will be an addition to the approved existing park improvements list.
 
May - Staff continues to receive quotes for the Hardy Allmon bridges and is preparing for construction to begin this month.  Staff decided to hold off on the playground improvements at McClendon Park East in order to further investigate all the options available to satisfy the Board's requests.
 
June - Staff has contracted with Dean Construction to set the bridges at Hardy Allmon Park and installation is being scheduled.  Staff evaluated the scoreboard issues at McKnight East and determined the scoreboards need to be replaced as there is only one working controller.  The Mansfield Girls Softball Association (MGSA) has agreed to share the cost, and the scoreboards have been ordered.  Staff will be adding lighting to the shade canopies at Park Operations to aid in safety and security of the equipment stored under them. This will also allow electrical equipment parked there to be recharged.
 
July - Dean Construction is scheduled to begin installing the Hardy Allmon bridges this month.  Installation will be complete by the end of the summer. The new scoreboards for McKnight East should be delivered and installed by the end of the summer. The electrical work for the addition of lighting to the shade canopies at Park Operations is scheduled to begin and be completed in the month of July.
 
August - Dean Construction has begun installing the bridges at Hardy Allmon.  Piers and abutments are being drilled and poured.  Scoreboards are being delivered and should be installed by the end of the month.  The electrical work at the Park Operations facility should be complete by the end of the month.
 
September - The installation of the bridges at Hardy Allmon is complete.  Staff is installing the bollards and fencing which will finish out the project.  Two of the four new scoreboards at McKnight have been installed and are ready for the first games of the season.  The final two scoreboards were damaged in shipping and were returned to the manufacturer for replacement.  Upon re-delivery, staff will install them as quickly as possible.  The electrical improvements to the shade structures at the Park Operations facility have been completed.  Staff is working on an extension for the shade structure that is scheduled to be completed this fall.
