Approval of the School Zone time change and speed limit for Grand Meadow Boulevard
Description/History
The Public Works Department and Mansfield Independent School District review school zone locations and times annually to determine if existing zones and times are still valid and if new school zones are needed. In addition the Public Works Department annually conducts speed studies on newly constructed roadways and existing roadways to verify that the posted speed limit meets the speed that 85% of the motorists are driving. The following are recommended changes to Chapter 73 of the Traffic Code of Mansfield.
School Zone Changes
· School Zone time change on E. Broad Street and Day Miar Road for Danny Jones Middle School and Mary Lillard Intermediate School, the school zone will be effective during the times of 7:30 to 9:00 a.m. and 3:30 to 4:45 p.m.
Speed Limit Changes
· Establish a 35 MPH speed limit on Grand Meadow Boulevard.
Justification
With the construction of E. Broad Street a mid block crosswalk was added to serve Danny Jones Middle School. With sidewalks now available on E. Broad Street children are walking to school, the current ordinance has the school flashers flashing at 7:45 am, MISD has school crossing guard that serves the mid block crosswalk starting at 7:30 am due the number of children attending school early. This ordinance change will allow the school flashers to be in operation when the crossing guard is present. To provide for a safe crossing the school flashers have currently been change to flash at 7:30 am however no citations can be issued until the ordinance is passed.
The construction of Grand Meadow Boulevard is complete. Per the On-Street Bicycle Plan this roadway will have shared lanes (sharrows). The maximum speed limit for a street with sharrows is 35 MPH.
The City Engineer will be in attendance at the meeting to answer Council's questions.
