Recommendation
The Environmental Department staff recommends the approval of these items.
Description/History
The school district was contacted. Their response was that they had been phasing out the stand alone recycling dumpsters and did not see an issue with having to remove them as a part of this ordinance. Staff would make the recommendation that they be allowed to stay in place until the recycling dropoff center at the new Service Center location is open for public use.
The definition of an enclosure includes language that the gates should be closed, except on days of service. There will be more precise language on enclosure requirements included in a Zoning Ordinance update that should be presented to Council in the coming weeks. Additionally, Republic has provided the City with a generic dimensional layout including concrete pad thickness reinforcement enclosure plan that will be easy to adopt into plans for enclosures.
Justification
To provide language requiring dumpster enclosures at new business/office parks, to require existing commercial handload customers to provide a container, to address containers/enclosures where unsanitary conditions exist, and to streamline the language of the ordinance.
