Requested Action
Approval by City Council for the City Manager and the Fire Department to make application and receive funds from the Department of Homeland Security Assistance to Firefighter Grant Program 2013.
Recommendation
Staff recommends approval of the resolution.
Description/History
The Department of Homeland Security Assistance to Firefighter Grant Program 2013 has announced the availability of funding for local grant projects. The application period has opened on November 4, 2013 and will close on December 6, 2013. The City of Mansfield will submit an application request for funding totaling up to $635,000 for a Rescue Apparatus. The City of Mansfield would be required to match 10% of the requested funds if awarded. The contract period is 12 months after the award date.
Quotes are currently being processed to include within the application so the actual requested amounts may certainly fall under the maximum allowable funding, which in turn will lower the city's match requirement.
Justification
The grant application will allow the City of Mansfield to acquire funds to purchase a response apparatus that would allow for the expansion of our technical rescue capability by providing an area for storage and transport to incidents. The impetus for this capability has been some recent occurrences such as the development of the park system and a confined space rescue at a local plant. Other areas have our attention as well, such as the confined space entries required at the water treatment facility, along with multiple other examples in our industrial district. These current threats only multiply as our City continues to grow. Some examples of the capabilities this vehicle would allow us to expand include the following: Advanced swift water rescue, low and high angle rescue, confined space rescue, structural collapse rescue, vehicle and machinery rescue. The purchase of the Rescue Vehicle would give us the ability to bolster these areas, as well as provide essential rescue services for our own city employees.
