Requested Action
To consider the subject zoning change request.
 
Recommendation
The Planning and Zoning Commission held a public hearing on September 16, 2013, and recommended denial by a 5-1 vote.  Chairman Wilshire voted nay and Commissioner Polozola was absent.  Numerous homeowners from Lowe's Farm and Bankston Meadows expressed their opposition to the request.
 
Description/History
November 25, 2013 - Second Reading - The applicant has submitted a letter withdrawing the request (see attachment)
 
November 11, 2013 - Public Hearing and First Reading - The proposed mini-warehouse will be developed in two phrases between the 7-11 at the corner to Woodcrest Lane and behind the pad sites fronting Holland Road. While C-2 will allow mini-warehouses, the developer is requesting deviations from the C-2 regulations in the form of a Planned Development.
- 70% masonry - All perimeter facades of mini-warehouses will be brick and stone, but interior facades will be almost all metal cladding and overhead doors.
- Architectural finish on 4-sides - The interior facades have none of the architectural finish or design as the perimeter facades.
- Facade Articulation - Recesses and projections have been provided on perimeter facades that are greater than 100 feet in length as required by C-2 regulations, but most of the interior facades will not have recesses and projections.
- Roof Articulation - For the majority of the buildings, no variation in the roof planes or style has been provided
- Horizontally Repeating Pattern of Elements - All perimeter façades will have some form of horizontal repeating pattern. Interior facades will not.
- Architectural Details - Except for some vertical stone columns, the proposed buildings do not offer other architectural details like awnings, arches, moldings, tile works, etc.
- 10' Landscape Buffer Along South Property Line - Five trees will be required in this landscape buffer along the south property line. Only one tree will be provided.
Due to existing gas line and utility easements, the development will be set back 83.5' from the Lowe's Farm lots and 100' from Woodcrest Lane. Within the setback, the Developer is proposing three different varieties of evergreen trees. The buildings are at a lower elevation than Lowe's Farm (see street view via <http://goo.gl/maps/2B5iE>). The rear building facades facing Lowe's Farm are entirely brick except for wrought iron gates in between buildings for emergency access. The applicant is not requesting any signage along Woodcrest Lane.
