Description/History

In 2006 improvements were made to McClendon Park West including adding a basketball court, additional parking and ball field improvements.  Due to funding limitations the existing parking lot was only restriped and a flume added to direct the runoff which in turn became a walk to the existing playground.  During an accessibility review the inspector noted that the parking lot, walk and restroom were not in compliance with ADA.  Staff recommended to make these improvements and replace the play structure during the FY 2013-14 budget process.          

 

MPFDC approved these improvements in the current FY 2013-2014 budget.

 

May - Staff is presently looking at concepts and options for the project.  Staff has retained The DFL group to provide the Professional Landscape Architectural services for the project incorporating the engineered documents previously prepared to address the ADA issues related to the walks and parking lot.   Staff will work with our internal and external partners and will conduct neighborhood input meetings as necessary to include the neighbors in the process for designing the new playground that provides the best end solution for the users, meets staff requirements and satisfies the community.

 

June - Staff has initiated a topo survey and that information has been provided to the consultant for generation of concepts for the new playground.  It is anticipated the new playground will be procured through Buy Board and installed in late summer.  The accessibility upgrades improvement plans have been completed and need to be reviewed.  It is anticipated that as soon as a concept for the playground is complete, staff will conduct a public meeting to take input and make modifications as the citizens request.

 

July - Staff met with the consultant. The survey is complete and concepts for the playground renovation are underway.  Staff expects to bring the recommended concept and pricing for the playground as a Buy-Board procurement along with the ADA updates as required to the August meeting.

 

August - The consultant has presented staff with a conceptual layout of the new playground area that will integrate with the new ADA improvements.  Staff will review the concept plan and move forward with the playground equipment selection.

 

September - With the addition of the improvement funding to the ballfield, the funding for the playground and ADA improvements was rolled forward to become one larger project.  The consultant’s contract will be modified to include the ballfield.  The ballfield improvements will include fencing, irrigation, backstop modification, lighting, and turf establishment along with some expanded parking.  Project scheduling is being modified accordingly.

 

October - The consultant proposal has been requested to add the ball field improvements to the existing contract.  Additional survey information and data have been sent to the consultant for their use.  A revised schedule is being generated for the improvements.

 

November - The consultant is evaluating data. A site visit was conducted with the consultant.  Execution of the proposal update is underway.  Revised scheduling ongoing.

 

December - Consultant has begun to incorporate the ball field planning in the documents and is working on plans and specifications. 

 

January - Design development continues.  An updated schedule will be provided to the Board at the February meeting once the new Park Planner is on staff.

 

February - Design development is continuing. Staff anticipates having construction drawings in March/April to bring to the Board for approval in May or June.  Construction is anticipated to commence from July through November.

 

March - Design development is continuing. Construction documents are at 60% completion. Staff is scheduled to start the bid process in late April.  Approvals from MPFDC and City Council are anticipated to be scheduled on a June/July agenda and construction is anticipated to begin through the summer August/September.

 

April - Design development is continuing. Construction documents are at 90% completion. Staff is scheduled to start the bid process in April or May.  Construction is anticipated to begin through the summer August/September.

 

May - This project was advertised publicly for bid and opened on May 14, 2015 with two contractors bidding. Staff has met with MYBA and MGSA for discussions of field allocation and is currently reviewing the bids with anticipation of having a recommendation to present to MPFDC on May 21, 2015.

 

June - Staff has reviewed current bids and has a recommendation for consideration at the June 18th meeting.

 

July - Staff met with Dean Construction, the awarded contractor, and is finalizing contracts and permits in anticipation of beginning construction at the end of July.

 

August - Staff has met and discussed final preparation for construction to begin on August 3, 2015. Due to the area of construction the park will be close during the duration of construction for safety reasons. Preparations were taken to notify the community before construction began. Currently, construction is underway with demolition and earthwork. Staff is anticipating construction to end mid November.

 

October - Currently, the new north and south parking lots have been poured with concrete and the baseball field is being staged for its final furnishings. Earthwork has also begun for the new walkways and playground area. Construction is progressing on schedule and staff is anticipating a walkthrough inspection at the end of mid-November.

 

November - The park is scheduled to reopen the last week of November pending a walk-through. Several small furnishing improvements still need to be installed pending two ADA picnic tables and two new park benches, but the park will be operational.

 

December - The park re-opened November 26th. Several small new furnishing are being ordered and will be installed by the Parks staff when they are delivered. Staff is anticipating the final paperwork to be processed this month. 

 

January - Furniture is being procured (benches, ADA table and bleacher). Field discussions are underway with internal and external stakeholders for spring preparation.  The project is 100% complete with the contractor and closed out.

 

 

Justification

The MPFDC allocated funds for McClendon Park West improvements in the 2013-2014 year’s budget.  These improvements will provide a higher level of service than was previously offered and to bring current facilities in compliance with current regulations.
