Description/History

In concert with the 2020 Parks, Recreation, Open Space and Trails Master Plan, staff proposed and received a grant with the Texas Parks and Wildlife Department in the amount of $750,000 for development of James McKnight Park West.

The Local Parks Non-Urban Outdoor Recreation grant program provides 50% matching funds to municipalities, counties, MUDs and other local units of government with a population less than 500,000 to acquire and develop parkland or to renovate existing public recreation areas up to $750,000. The grant will help with the construction of typical neighborhood park amenities such as a playground, looped trail, playing fields, picnic facilities, a shelter, and small parking lot. The city will provide a match of $750,000 from park development fees and/or the MPFDC operating budget. The TPWD agreement is expected to be completed in the summer of 2024. The agreement with Oncor authorizes the city to engage Oncor staff/crews to relocate, replace, remove and bury existing electrical infrastructure as deemed necessary to facilitate park improvements.  A notification letter has been mailed out to the residents informing them of this future work, the work limits, any impacts and its potential duration in anticipation of the upcoming construction, relocation of a section of the overhead electrical lines through the park from east to west is recommended.

Justification

Neighborhood parks were identified as a high priority by Mansfield residents in the 2020 adopted Parks, Recreation, Open Space and Trails Master Plan. The development of James McKnight Park West will provide access to thousands of current residents in an underserved area of the city. The Oncor agreement will provide forward progression towards the design, engineering, and construction for the proposed grant planned and approved amenities. These infrastructure improvements are recommended to occur prior to moving forward with park improvements.
