Description/History
Each year the City of Mansfield participates in a consortium with 29 other cities through Tarrant County to apply for Community Development Block Grant (CDBG) funds. This year marks the first year that the City of Mansfield will be defined as an Entitlement City by the Department of Housing and Urban Development. This means our City is no longer in competition for funds with the other cities in the consortium and we will receive a set allotment of funds each year. This allotment as well as the new entitlement status is primarily based on the City’s population as well as Mansfield having areas of the City that are defined as low to moderate income zones by the Department of Housing and Urban Development. In January, projects must be selected by the city and submitted to Tarrant County for approval.
Projects must fall within areas of the City that meet the target criteria. The targeted areas represent the low to moderate-income sections of the City according to the Census. The area for the proposed project is within the southwest quadrant of the original township. For the past eleven years the program projects have been done in the southwest and northwest quadrants of the original township. This year, Staff recommends the reconstruction of the 400 block of South 3rd Avenue, Phillips Court, & Kemp Court. The pavement on Kemp Court has deteriorated to the point that patching is impractical and the poor drainage conditions on this street need improvement. The sanitary sewer line under Kemp Court is an old clay tile line that has deteriorated beyond the point of normal maintenance. In addition, the water lines throughout these three blocks have deteriorated to the point that they are subject to frequent blowouts that disrupt water service to the surrounding neighborhood. The current status of the City’s CDBG program is as follows: Construction of the 35th Year CDBG project is underway with utility work nearing completion and paving work set to begin this month. The 35th Year CDBG project includes street, drainage, water, & sewer improvements to the 400, 500, 600, & 700 blocks of Kimball Street & the 200 block of Dawson Street.
The 36th Year CDBG project is complete. The 36th Year CDBG project included street, drainage, water, & sewer improvements to the 100 blocks of North 2nd Avenue between West Broad Street & Oak Street.
Final design of the 37th Year CDBG project is underway. The 37th Year CDBG project includes street, drainage, water, & sewer improvements to the 100 block of North 4th and the 400 block of Oak Street.
Justification
The City of Mansfield has participated in the Consortium since its inception in 1975 and has received over two million dollars in grant funds. The program is an excellent way to rehabilitate the targeted areas of the City without impacting the local tax rate.
Funding Source
The opinion of cost for the project including engineering fees is $208,950.00 with approximately $174,000 funded from the CDBG Grant and the remainder from the Street Bond Fund & Utility Revenue Bonds.
