Requested Action
Approve the Resolution Authorizing the Amendment to Schrickel, Rollins and Associates Inc. contract for additional design services for the US 287 Frontage Roads Improvements from Walnut Creek Drive to East Broad Street.
Recommendation
The Engineering Staff recommends the approval of the amendment to the Schrickel, Rollins and Associates Inc. contract for design services for US 287 Frontage Roads Improvements from Walnut Creek Drive to East Broad Street.
Description/History
The original contract with Schrickel, Rollins and Associates for the design of the US 287 Frontage Road improvements from Walnut Creek Drive to East Broad Street including the turn-around bridges was approved by Council on December 11, 2006. The design scope was limited to the design of the missing sections of frontage road and minor modifications to the existing pavement. The fee for these design services was for an amount not to exceed $1,015,070. On October 22, 2007 the Council approved a contract amendment for $40,000 for design of landscape and hardscape enhancements for the frontage road project.
The consultant has requested an amendment to their original design contract in the amount not to exceed $89,308 to cover additional costs associated with additional scope.
Justification
During the design process extra effort and costs were incurred that was beyond the original scope. This extra effort and costs were a result of: TxDOT expanding the scope to include reconstructing the entire frontage road from Walnut Creek to Broad Street, numerous revisions to the Schematic Design due to TxDOT comments, addition of a right turn lane at the NB Frontage Road/E. Broad Street intersection and a NB right turn lane to serve Sherwood on the Green Subdivision, revised bridge alignments to avoid AT&T fiber optic duct runs, TxDOT has transferred the responsibility of shop drawing review to the consultant and for contract administration for any design or plan interpretation that may be required during the construction phase.
The Engineering Staff agrees that the additional scope of work is justified and recommends approving the contract amendment. The additional fee is not to exceed $89,308.00. The project is still expected to be bid in March, 2010 by TxDOT.
The Director of Public Works will be in attendance at the meeting to answer Council's questions regarding the proposed project. A resolution is attached for Council's consideration.
