Recommendation
The authorization of funds in an amount not to exceed $690,000.00 and approval of a contract with Kimley-Horn and Associate, Inc. to assist with the SH 360 design-build project.
Description/History
The SH 360 design-build project began in late June and is scheduled to be complete by the end of 2017. To meet the 2017 completion date, the design build process must move quickly. This fast moving project requires expertise in numerous disciplines of civil engineering (roadway, bridge, drainage, traffic) in addition to project administration to review agreements and track eligible reimbursements to the City. The speed of the project requires all these disciplines are readily available to review, discuss and approve the various stages of the SH 360 project.
The contract with Kimley- Horn will provide program management, agreement review and administration; conflict analysis, plan reviews, utility assembly reviews and traffic management/signal operations support services. Kimley-Horn and Associates will function as an extension of City Staff.
The requested funds are for program management and support services with Kimley-Horn and Associates in the amount not to exceed $690,000.00. These services will be billed on an hourly basis.
Justification
With the fast paced schedule, short plan review timeframes (5 days) and numerous weekly meetings and requests for information, City staff does not have the manpower or time to commit to this project to provide the best project for Mansfield. Outsourcing the program management and support services to Kimley-Horn and Associates will provide for a multi-disciplinary team that will be able to meet the SH 360 schedule.
The Public Works Director will be in attendance at the meeting to answer Council’s questions regarding the proposed funding and contracts.
