Description/History
The City of Mansfield currently operates a single site, five channel, 800 MHz SMARTNET Digital Trunked Radio System for Public Safety.  This system is 12-years old, having been installed in 2000.  There are currently no software upgrades for this system, infrastructure components are no longer manufactured, and the system is not Project 25 (P25) compliant which is mandated by December 31, 2015.
 
This project overview was presented to City Council in detail by Director Lane and Chief Fowler on January 24, 2011.   
 
We propose replacing the existing Motorola SMARTNET radio system with a Motorola ASTRO 25 radio system utilizing the City of Fort Worth's ASTRO 25 master site at Eagle Mountain.  This will create a single site, five-channel, ASTRO 25 IP system that is Project 25 (P25) compliant.  
 
This proposal will replace all system infrastructure components; upgrade all remaining mobile and handheld radios in the Police Department, Fire Department and Animal Control with P25 compliant radios.
 
Additionally, this will position the City of Mansfield to participate in the Regional Radio System.  This will also position the City of Mansfield to expand channel capacity, enhance coverage areas, and hopefully eliminate building penetration issues by working closely with the neighboring agencies as they begin replacement of their systems in the future.
Justification
This system is 12-years old, having been installed in 2000.  There are currently no software upgrades for this system, infrastructure components are no longer manufactured, the current system has begun to experience multiple channel/repeater failures, the system is not Project 25 (P25) compliant, and there are a number of mobile and handheld radios still needing to be replaced and all current grant opportunities have been exhausted.  password  
Funding Source
System replacement and radio cost is $2,073,234.55 and will be funded through a lease purchase with Motorola.  This pricing reflects taking advantage of the City of Fort Worth existing contract with Motorola at a savings of $238,164 which expires on 06/28/12 and Houston-Galveston Area Council cooperative purchasing agreements.
