Requested Action

Consider the Resolution approving contracts between the City of Mansfield, TX and McClendon Construction Company, Inc. for construction, Brittain and Crawford, LLC for surveying, and Raba Kistner, Inc. for material testing for the construction of East Broad Street & Wisteria Street Traffic Signal and intersection improvements and authorizing funding for an amount not to exceed $1,249,488.90.

 

Recommendation

The Engineering Staff recommends approval of the Resolution.

 

Description/History

This project includes construction of a new traffic signal at the intersection of E. Broad and Wisteria St., an extension of the westbound left turn lane in Broad Street, reconstruction of failing concrete street panels in Wisteria Street, sidewalk ramps, two drive approaches and additional sidewalk along the west side of Wisteria Street from Broad St. south to the second driveway that serves the Library. 

 

According to the Crash Records Information System, there have been 17 crashes at the intersection of E. Broad Street and Wisteria Street in the past 5 years. Eleven of the seventeen crashes were caused by failure to yield right-of-way either by not stopping or while turning left at the intersection. The proposed signal improvements will better facilitate the flow of traffic through the intersection of Broad Street and Wisteria Street to prevent vehicle crashes and improve current northbound traffic backups in the morning hours. This project will also improve the street condition and add sidewalk to improve pedestrian connectivity in the immediate area.

 

The project was bid on October 16th, 2024. Although there was only one bidder for the project with a bid of $1,098,692.50 from McClendon Construction Company, Inc., the bid amount exceeded the Engineer’s Opinion of Probable Cost by less than $20,000.  See attached bid tabulation, Engineer’s OPC, and the Engineer’s recommendation of award.

 

The contract time for this project will be one hundred eighty (180) working days or approximately 9 months.  The limits for this project are from 70’ west of South Wisteria Street to 250’ east of South Wisteria Street, and from East Broad Street to 80’ north of the Union Pacific Railroad.

 

The requested funds are for a construction contract in the amount of $1,208,561.75 which includes a 10% construction contingency, $16,500.00 for survey services which includes a 10% contingency, and $24,427.15 for material testing which includes a 10% contingency for a total budget not to exceed $1,249,488.90.

 

Justification

The improvements will prevent vehicle crashes, improve current northbound traffic backups, and restore the pavement condition. McClendon Construction Company, Inc.  has completed capital improvement projects in the DFW area and with the City of Mansfield with good references. The Engineering Services Department feels that McClendon Construction Company, Inc. has the necessary staff and equipment to complete a job of this size and scope within the allowed contract time.

 

The Director of Engineering Services will attend the meeting to answer Council’s questions regarding the proposed contracts and funding.  A resolution is attached for Council’s consideration.

 

Funding Source

The funding sources will be from the Street Bond Fund ($949,488.90) and Street Maintenance Fund ($300,000.00).
