Recommendation
The Engineering Staff recommends approval of the Resolution.
Description/History
The roadway project is part of an MEDC funded program with a board approved budget, not to exceed, $400,000.00 for paving, drainage, surveying and material testing. Water and Sewer is $75,497.00 and will be funded through the utility bond fund.
The project was bid on July 8, 2015 and there were six bidders for the project. The low bidder was A&M Construction and Utilities, Inc. Bids ranged from a low bid of $437,581.10 to a high bid of $544,234.45.
The contract time for this project is Sixty (60) calendar days or approximately 3 months. The limits for this project for Mitchell Road start at Heritage Pkwy. and extend approximately 800 feet south. This project will include replacing the existing asphalt road with concrete curb and gutter, 16in. water main and minor sewer replacement as well as drainage improvements.
The requested funds are for a construction contract in the amount of $437,581.10, construction contingency, material testing, survey, and other miscellaneous services needed to complete the construction of the project, to be accomplished within a budget not to exceed $480,000.00.
Staff is recommending award of this project and authorization of funding for an amount not to exceed $480,000.00.
Justification
A&M Construction and Utilities, Inc. has completed capital work in the City of Mansfield in the past. The Engineering Department feels that A&M Construction and Utilities, Inc. has the necessary staff and equipment to complete a job of this size and scope within the allowed contract time.
The Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed contract. A resolution is attached for Council’s consideration.
Funding Source
The funding source will be from the MEDC and Utility Bond Fund.
