Description/History
Staff has worked with Tarrant County on an opportunity to work jointly through an inter-local agreement on making improvements to existing parking lots including Philip Thompson.  Tarrant County provided cost estimates to make improvements which included the city purchasing all the materials and Tarrant County providing the staff and equipment with a cost of 10% of the project total.

March - Staff met with Tarrant County Representative at Philip Thompson Soccer Complex on March 15th to discuss the parking lot improvements in more detail.  The improvements will include a 24' drive lane and 162 parking spaces for an approximate total of 76,780 sq. ft.  Tarrant County is collecting further information to develop more accurate cost estimates to be presented to the Board.

April - Tarrant County has presented a final cost estimate of $174,145 for their portion of the parking lot improvements at Philip Thompson.  This will include grading, sub-grade preparation, asphalt base coat, two different asphalt top coats and the necessary labor and equipment.  The inter-local agreement between the MPFDC and Tarrant County for $15,000 will set the scope of services for the project and contain the cost associated with labor and equipment.  The remaining $159,145 will be for the purchase of materials through a Cooperative Purchasing Agreement with Tarrant County.  Along with the repaving project staff would like to consider allocating approximately $26,500 for the completion of the bollard system boarding the parking lot and drive lane.  This will help prevent unauthorized vehicles from driving onto the soccer fields and protect the grass and irrigation system.  Adding the bollards will bring the project total to $200,645.  Staff recommends reallocating the funds that were set aside for the Colt Field relocation in the amount of $152,000 to this project as well as $50,000 from Land Acquisition to create a total budget for the parking lot improvement of $202,000.

May - The inter-local agreement with Tarrant County was approved by City Council at the April 24th meeting.  The agreement is scheduled to be approved by the county on May 15th.  Once they have approved the agreement, work should begin the first of June and be completed by the end of the summer.

June - Tarrant County has begun the improvements to the parking lot. The improvements planned include regrading and new asphalt.  Construction is going as planned and Tarrant County is currently laying the second layer of asphalt.  This project is scheduled to be complete by the first of July.

July - The parking lot improvements are complete with the exception of the metal bollard fencing to be installed around the perimeter. Staff has received quotes and is in the process of evaluating them to find the best company to perform the work.

August - The parking lot improvements are complete. Staff has hired a contractor to install the bollards around the field perimeter. Materials are scheduled to be ordered the week of August 13th.

September - The bollard installation is complete which finalizes this project.

Justification
By working with Tarrant County through an inter-local agreement, the MPFDC may make improvements to existing parking lots at a reduced price.
