Recommendation

Approval of the resolution authorizing the City Manager or designee to enter an Interlocal Agreement with Tarrant County for asphalt street reconstruction of Spring Brook Drive.

 

Description/History

Chapter 791 of the Texas Government Code, also known as the Inter-local Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operation of the government such as purchasing necessary equipment, supplies and services.  The proposed Interlocal Agreement allows Mansfield to pay for the required materials while Tarrant County provides the labor and equipment for the roadway work. 

Spring Brook Drive has exceeded the pavement lifespan.   The roadway based upon the 2021 Pavement Condition Index (PCI) is rated at a 30.   This index rates pavement condition from 0 (dirt road) to 100 (new pavement).   The typical PCI range for a roadway that is beyond its pavement life and needs to be reconstructed is between a rating of 0 and 50. 

 

The Interlocal agreement will allow Tarrant County to furnish the labor and equipment, while the city provides supplies and incidentals necessary to reconstruct the asphalt roadway.  The estimated cost for the reconstruction of Spring Brook Drive is $146,166.62.  An additional $8,833.38 is budgeted to provide erosion control, traffic control, clearing of the right-of-ways and other miscellaneous items to complete the project. 

 

This roadway will be reconstructed in conjunction with the roadways in Mansfield Country Estates Subdivision, which were previously approved by the Council.  The reconstruction of this roadway will complete the rehabilitation of the asphalt residential roadways within this area.   Tarrant County is anticipated to begin the reconstruction of the approved asphalt roadways in late May/early June with an anticipated construction timeframe of 9 months.

 

Justification

For several years, the City of Mansfield has entered Interlocal agreements with Tarrant County for asphalt street reconstruction and overlays.  Some of the recent projects include West Kimball Street, Oakwood Court, Wildwood Court and Breckenridge Road. These interlocal agreements have allowed the city to save money by not having to pay for the equipment or labor necessary for the street construction.
