Requested Action
Consider the Resolution awarding contracts for the construction of Gertie Barrett Road Paving Improvements including Reliable Paving, Inc. for Construction, Brittain and Crawford, LLC for Surveying, and Raba Kistner, Inc. for Material Testing and Authorizing Funding for an Amount Not to Exceed $1,737,122.33.
Recommendation
The Engineering Staff recommends approval of the Resolution.
Description/History
This project will reconstruct Gertie Barrett Road as a 3-lane undivided 36-foot-wide asphalt roadway with a turn lane where appropriate as well as additional sidewalks where practical. The project will also include drainage improvements, both underground and improvements to the adjacent bar ditches. The project will also include a new 12” water line.
The project was bid on February 15, 2024, and there were three bidders for the project. Bids ranged from a low bid of $1,527,456.15 to a high bid of $1,855,000.00. The lowest and best bidder is Reliable Paving, Inc. See attached bid tabulation.
The contract time for this project will be one hundred eighty (180) working days or approximately 9 months. The limits for this project are from Wildwood Court to Country Meadow Court.
The requested funds are for a construction contract in the amount of $1,603,828.96, which includes a 5% construction contingency, $49,500.00 for survey services which includes a 10% contingency, $33,793.38 for material testing which includes a 10% contingency, and a $50,000.00 contingency for other miscellaneous services needed to complete the construction of the project, for a total budget not to exceed $1,737,122.34.
Justification
Reliable Paving, Inc. has completed capital improvement projects in the City of Mansfield in the past as well as several development projects. The Engineering Department feels that Reliable Paving has the necessary staff and equipment to complete a job of this size and scope within the allowed contract time.
The Director of Engineering Services will attend the meeting to answer Council’s questions regarding the proposed contract and funding. A resolution is attached for Council’s consideration.
Funding Source
The funding sources will be from the Street Bond Fund and Utility Fund.
