Description/History

The City of Mansfield, in collaboration with the Texas Department of Transportation (TxDOT), has identified significant congestion at the intersection of the US 287 frontage road and the Walnut Creek Drive Bridge intersection. In response to this issue, a southbound on-ramp to US 287 from the frontage road has been proposed to facilitate the direct flow of traffic onto the highway, thereby alleviating congestion at the intersection. This proposed improvement aims to enhance accessibility for motorists, reduce travel times, and improve roadway safety for all users.

 

The attached Draft Advance Funding Agreement (AFA) facilitates the design development of the proposed southbound on-ramp to US 287. This collaboration ensures the project aligns with TxDOT's standards, contributing to regional mobility and safety. The City of Mansfield will cover 100% of the project costs. The AFA includes a cost breakdown.

 

While the state will manage aspects like environmental reviews, right-of-way, engineering, utilities, and construction, the agreement holds the City accountable for all costs, including any overruns. The AFA also outlines the state's estimated reimbursements for environmental, engineering, and construction inspection expenses, totaling $522,938.

 

This project is part of the 2022 Roadway Capital Plan, with a total estimated cost of $5,604,938. The City's share is projected to be $5,082,000, in addition to any cost overruns.

 

..Justification

This project will construct a new single lane southbound entrance ramp from the existing southbound US 287 frontage road to the southbound main lanes of US 287 near Walnut Creek Drive which will reduce existing congestion at the intersection of Walnut Creek Dr. and the US 287 frontage road.

The Director of Engineering Services will attend the meeting to answer Council’s questions.
