Requested Action
Approve the proposed zoning change request.
Recommendation
The Planning and Zoning Commission met on June 16, 2014, and voted 6-0 to recommend approval. Commissioner Jacobus was absent.
Description/History
The property is within a few minutes walk to Main Street and Mellow Mushroom. It is also within the Historic Mansfield Tax Increment Reinvestment Zone.
Most of the surrounding properties are currently zoned for duplex. The proposed PD will convert a duplex lot to three zero-lot-line homes. The three new homes will be single-family detached dwellings on three individual lots. This design will lessen the chance of future rental units in a duplex setting. They will also provide a much higher tax increment than a duplex. Based on the tax roll, the average value of homes within a four block area is $59,419. The applicant indicated that the new homes in the proposed development will be between $150,000 and $170,000.
As part of the Historic Mansfield redevelopment efforts, staff has worked closely with the applicant on a development proposal with the following design elements:
- Reduced front setback
- Front porch incorporated in the design
- Garage access and parking in the rear
- Limited brick façade in favor of cementatious siding
- Simpler roof form in lieu of multi- or high-pitch roof
- Windows (seen from the street) made of wood, material resembling wood, or wood with vinyl/aluminum cladding
The above design elements are intended to make the new homes compatible with the existing residential structures in Historic Mansfield. They are also in general conformance with the downtown residential development guidelines that staff has discussed with the Historic Landmark Commission and Planning & Zoning Commission
