Requested Action

Consider the authorization of funding and approval of contracts.

 

Recommendation

The authorization of funding in an amount not to exceed $169,400.00 and approval of contracts, including design with Freese and Nichols, Inc. and survey services with Brittain and Crawford, LLC to prepare the Country Club Walnut Creek Crossing Repair for public bidding and construction.

 

Description/History

An existing wastewater gravity main crossing Walnut Creek near Country Club Drive has failed after being exposed in the creek bottom.  The existing pipeline is not anchored or protected from forces applied by water currents in the creek. Public Works Field Operations has temporarily repaired and restrained the pipe crossing the creek in effort to mitigate failures until the pipeline can be permanently repaired or rerouted.

 

This project includes the evaluation of two options to correct the issue with the best option to be selected by the City of Mansfield’s Engineering Services for design and construction.  The evaluation will include either reconstructing the 8-inch wastewater gravity main crossing Walnut Creek with an aerial crossing or reroute the sewer flow to a nearby gravity main in Country Club Dr.

 

The requested funds are for design with Fresse and Nichols, Inc. in the amount of $140,900.00 which includes a 5% contingency ($6,786.00) for potential design scope changes, survey services with Brittain and Crawford in the amount of $16,000.00 includes a 10% contingency ($1,500.00) for potential design scope changes, and purchase of right-of-way, easements and other miscellaneous services in the amount of $12,500.00.  To prepare the project for public bidding and construction, the total budget for the project is $169,400.00.  Professional Services Contracts are attached.  The estimated construction cost is $200,000.00.

 

Justification

The design of this project is necessary to provide a permanent solution to the temporary repair and prevent the wastewater gravity main from future failures.

 

The Executive Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed funding and contracts.
