Description/History

Mansfield National Golf Club opened in 2000 as a par 72, 18-hole course. The course features 419 Bermuda fairways, Tifdwarf greens and an abundance of trees. From the back tees, Mansfield National plays 6,850 yards. The facility includes a 4,000 sq ft clubhouse and pro shop, but no restrooms on the course. The use of portable toilets on the back nine holes has proven to be inefficient over time.

 

During the FY2022-2023 budget process, the City Council directed staff to work with the golf course to find a location to build restrooms on the back nine holes of the course. Staff from the parks and recreation department coordinated site visits with staff from the golf course and the water utilities department to review options for the building location. After identifying the optimal location for utilities and golfer utilization, Terry R. Cunningham Architects was retained to develop construction documents for the facility.

 

The project was advertised for bid in February with an estimated total project cost of $414,098 from the architect. The bid opening was held on March 9, 2023, with six firms submitting bids. Following staff’s review of project experience and reference checks for the bidders, AAA Time Saver Services is recommended as the lowest, most qualified bidder. The contract includes the base bid in the amount of $321,923 and a $20,000 project contingency. Water, sewer and electric utilities to service the new building will be coordinated by the parks and recreation and water utilities departments separately from this proposed contract award. Justification

The project will provide a permanent restroom facility on the back nine holes of the course, conveniently located in an area where golfers can access the building after playing holes 12 and 15. The contractor with the lowest qualified bid, AAA Time Saver Services, has completed similar restroom facility projects for numerous agencies. The contractor provided project references and supplier references.
