Requested Action

Consider the Resolution awarding a contract for the construction of East Broad Street Improvements to JLB Contracting, LLC., for construction, to Britain and Crawford LLC., for surveying and to Fugro Consultants, Inc, for material testing and authorizing funding for an amount not to exceed $6,433,438.45.

 

Recommendation

The Engineering Staff recommends approval of the Resolution.

 

Description/History

The MEDC approved contribution for both East Broad Street and Regency Parkway is $5,000,000.  The remainder of the East Broad St. construction will be funded by the Street Bond Fund.

 

The project was bid on September 26, 2017 and there were six bidders for the project. The lowest qualified bidder was JLB Contracting, LLC.  Bids ranged from a low bid of $5,891,369.95 to a high bid of $8,827,967.00.

 

The contract time for this project is two hundred (200) working days or approximately 10 months with a substantial completion date of August 15, 2018.  The limits for this project are from US 287 to Cannon Dr.

 

This project includes constructing a six lane divided roadway, drainage, minor water and sewer improvements and driveway and turn lanes along the northbound frontage road north of East Broad St. for the Shops of Broad Retail Development.

 

The requested funds are for a construction contract in the amount of $5,891,369.95, a 5% construction contingency, $120,000.00 for material testing which includes a 20% contingency and $150,000.00 for survey services which includes a 20% contingency and other miscellaneous services needed to complete the construction of the project within a budget not to exceed $6,500,000.00.

 

Justification

JLB Contracting, LLC has completed capital work in the City of Mansfield in the past. The Engineering Department feels that JLB Contracting, LLC, has the necessary staff and equipment to complete a job of this size and scope within the allowed contract time.

 

The Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed contract. A resolution is attached for Council’s consideration.

 

Funding Source

The funding source will be from the MEDC, Street Bond Fund and Utility Bond Fund.
