Description/History

Julian Feild Park is an 8-acre park located at 1531 E. Broad Street. It is currently home to a small playground, two small parking lots and the Serenity Gardens. The Mansfield Park Facilities Development Corporation purchased three of the acres in 2018 to allow for the expansion of the park to include other amenities such as a looped walking trail and picnic stations. The acquisition also allowed for a potential future connection to the Walnut Creek Linear Park system through James McKnight Park West.

 

Later in 2018, the City Council’s Public Memorials Sub-Committee began meeting to discuss a possible veterans memorial in our city. After evaluating 12 different locations, the City Council accepted the sub-committee’s recommendation and formally selected Julian Feild Park as the site for a future veterans memorial at their February 25, 2019 meeting.

 

In 2021, the City contracted with Kimley-Horn and Associates, Inc. to complete a conceptual master plan and develop cost estimates for the proposed veterans memorial. The improvements at Julian Feild Park will occur in phases. Phase one will include components that will serve the veterans memorial, including restrooms, pavilion, pond, trail, bridges, monument signage, an event plaza, memorial plaza, and improvement to the Serenity Gardens. Future phases will provide a looped trail throughout the park, scenic overlooks, wildflower areas and additional parking.

 

The channel that runs through Julian Feild Park property has changed considerably since the surrounding subdivision was built in the 1960s. This has included erosion that has resulted in the channel becoming wider and deeper. As a result, residents have lost fences to the erosion, and some outdoor buildings are currently at risk. Additionally, the current alignment of the channel is not included within a drainage easement. This project will evaluate the drainage needs and develop plans to construct streambank stabilization to recover some parts of the backyards of multiple properties, and prevent future erosion from occurring.

 

The purpose of the attached professional services agreement with Kimley-Horn and Associates, Inc. is to provide design, engineering, and construction documents for the first phase of the Julian Feild Park improvements and erosion control projects. The letter agreement is separated into two parts. Part A ($400,000) covers construction document development and project management for the park amenities and is being funded by The Tax Increment Reinvestment Zone #1. Part B ($210,000) covers hydrologic conditions, analysis, construction document development, and project management for the permanent erosion control structure for the existing creek within Julian Feild Park and is being funded by the Drainage Utility Fund. The two construction projects will be bid separately. The design phase is expected to take six months to complete. Following the bidding and award phase, construction of the first phase of Julian Feild Park improvements is expected to take twelve months.

 

Justification

Existing park amenities require updating, relocation, and renovation due to increased usage, flooding events, and for added safety. A master plan of Julian Field Park was finalized in 2021. The approval of this professional services agreement is the next step in the redevelopment/renovation of the parks. The results of this agreement will provide direction and forward progression towards the design, engineering, and construction of proposed master planned amenities.

 

Stopping the erosion is important to protecting the private property of multiple homeowners in the general area. This project will also help protect those properties from additional development within the basin through the slope stabilization construction. This project has been on the Drainage Capital Plan for several years, and by including it with the park improvements project, decreases engineering efforts and could lead to decreased mobilization costs for construction.
