Recommendation
Staff recommends approval of the resolution.
Description/History
The Department of Homeland Security Assistance to Firefighter Grant Program 2012 has announced the availability of funding for local grant projects. The application period has opened on June 11, 2012 and will close on July 6, 2012. The maximum allowable request for funding is $1,000,000. The City of Mansfield will submit an application request for funding totaling up to that amount of $1,000,000 for EMS equipment (cardiac monitors) and fire station modifications (vehicle exhaust removal systems). The City of Mansfield would be required to match 20% of the requested funds if awarded. The contract period is 12 months after the award date.
Quotes are currently being processed to include within the application so the actual requested amounts may certainly fall under the maximum allowable funding, which in turn will lower the city's match requirement.
Justification
The grant application will allow the City of Mansfield to acquire funds to purchase equipment to improve the health and safety of the firefighter as well as update our older cardiac monitoring equipment. Currently, the fire stations do not have an adequate source of quality exhaust removal from the apparatus bays. Modification of the stations will allow for each station to have the same type system that is directly connected to the vehicle promptly and efficiently removing vehicle exhaust from filling the bay and possibly entering the fire station living quarters.
The cardiac monitors will replace our current cardiac monitors, two of which are older units and are currently not serviceable. The technology of our cardiac monitor has changed and the manufacturer will no longer have the availability of parts / service after 2016 for these cardiac monitors.
