Description/History

The 2009 Parks, Recreation, Trails and Open Spaces Master plan included a spine trail phasing and prioritization plan with the Pond Creek corridor shown on the map, however, it is not delineated as an improved linear trail.  The on-street connection with Town Park is shown as segment 12 in the spine trail phasing and prioritization plan and has been submitted as a Transportation Alternatives Program funding request.  With an uptick in development in the downtown area, Staff was directed by the downtown TIRZ committee to explore a feasibility analysis and provide opinion of costs to develop a connection from Rose Park to the east side of the Historic Downtown area along the Pond Branch corridor.  This connection would utilize an existing drainage culvert under the Union Pacific Railroad as pedestrian access only.  The trail will then follow the west upper bank of the creek and terminate at Dallas Street.  The initial thoughts are as development occurs along the creek; the trail would provide additional benefits for outside patio dining areas and connections to other venues in the downtown area with improved pedestrian access.  Graham and Associates was retained in July 2014 to formulate a feasibility analysis and opinions of cost.  The report has been funded through the drainage program and the draft report is complete.  In October of 2014 Graham and Associates was retained to provide Design development, Engineering and Construction documents for the trail. During the development of the preferred alignment of the trail including trail head design several issues came to light that have to be addressed to provide an accurate, safe and permittable project that requires effort above and beyond the original scope of services originally proposed.  

 

The additional services included:

                     Structural  Engineering Design  other than the pedestrian bridges and retaining walls were excluded

o                     Deflection design structure at the Railroad

o                     Structural improvements to the Railroad Culvert requiring a bypass channel

o                     Additional geotechnical at the railroad

o                     Additional Surveying, Railroad permits and flagging

                     Pedestrian Crossing at Broad Street

o                     Re-Routing 8” Sanitary sewer line in the culverts under Broad Street

o                     Trail head design and Construction documents for this location

                     Oak Street Trail head

o                     Design and Construction documents for the refined trail head at Oak Street.

                     Railroad Permitting

o                     Additional Surveying, use of Flagmen on site and additional permitting.

                     Trail Lighting

o                     Design and Construction documents are to be incorporated into the Project.

                     Additional Hydrologic, hydraulic Studies for FEMA and U.S.A.C.E (404 permit)

                     ADA review and permitting fees excluded from the original proposal.

 

The MPFDC voted 7 - 0 to approve the contract modification at their regular meeting on December 10th.

 

Justification

The Historic Downtown TIRZ committee directed staff to procure a feasibility analysis and opinion of cost for a Linear Park along the Pond Branch Creek Corridor. The original design contract was awarded in October of 2014 in the amount of $194,000.   The proposed design contract increase can be absorbed in the overall estimated and allocated budget of $3.4 million.  The change in the design services contract price reflects the additional services required to provide the project scope adding additional elements and services not included in the original Contact.  This project will aid in the potential economic development of the Historic Downtown while providing additional Park and Recreation opportunities as outlined in the Parks Recreation Open spaces and Trails Master Plan.
